Investment Committee
The Investment Committee assists the Board in setting asset allocation, selecting investment managers, approving investments and monitoring investment performance. Under The Teachers’ Pensions Act (TPA), a member of the Board appointed as Chair of the Investment Committee and a teacher representative from the Board sit on this committee with the Deputy Minister of Finance for the Province of Manitoba. Two additional, external members are appointed by the Board based on their investment expertise and experience.
All recommendations of the Investment Committee must be approved by the Board prior to implementation. Additional details regarding the function of the Investment Committee are set out in its Terms of Reference.
The current members of the Investment Committee are set out below.

Myrna Wiebe
Chair
Appointed to committee January 17, 2018
Myrna Wiebe has more than 30 years of experience in the credit union system. She has held several senior leadership positions that have shaped her collaborative and member-focused approach. As the Chief Executive Officer for Access Credit Union Limited, she is accountable to the Board of Directors and is responsible for driving the credit union’s long-term success, financial sustainability and commitment to serving its members.
Myrna has completed the Institute of Corporate Directors (ICD.D) – Rotman Director Education Program, IFIC Mutual Funds License, Canadian Securities Course and Certified Financial Planning designation. Her education also includes completing the Certificate in Management program at the University of Manitoba, and Post Baccalaureate Diploma in Management and a Master of Business Administration through Athabasca University.
Myrna actively participates in the credit union system and fosters strategic partnerships within the broader financial services community. She also contributes to the provincial and national credit union systems, serving on boards of both Credit Union Central of Manitoba and the Canadian Credit Union Association. Previously, Myrna served on the Host Committee for Curl Manitoba Scotties 2024, South Central Cancer Resource Board and Host Committee for Hockey Canada’s 2019 National Women’s Under 18 Championship event.

Nicoleta Oprea
Assistant Deputy Minister, Treasury Division
Appointed to committee August 13, 2025
Nicoleta Oprea serves as the Assistant Deputy Minister of Manitoba Finance’s Treasury Division, where she provides strategic leadership in the management of the province’s debt, investments, and financial instruments. She oversees policy development and operational direction related to debt servicing, investment strategy, and derivative instruments for the Government of Manitoba.
In her role, Nicoleta is the province’s principal liaison with bond investors, investment dealers, credit rating agencies, and senior banking officials globally. Under her leadership, the Treasury Division manages approximately $65 billion in outstanding debt and $3 billion in investments, ensuring prudent financial stewardship.
Nicoleta joined the province in 2006 and has held progressively senior roles within the Treasury Division. Prior to her public service, she was Manager of Client Care at the Royal Bank of Canada. She holds a Bachelor of Commerce (Honours) degree from the University of Manitoba.

Shiu-Yik (Yik) Au
Appointed to committee February 24, 2020
Shiu-Yik (Yik) Au is an Associate Professor of Finance at the Asper School of Business where he teaches financial management practices and corporate finance. He was also a lecturer at the Schulich School of Business at York University, where he earned his PhD in Finance.
He holds a Bachelor of Commerce and a Master of Business Administration degree from Queen’s University, as well as a Master of Business Administration degree from Cornell University. Yik has also completed the Foundations of Trust Management Standards (FTMS) course through the International Foundation of Employee Benefit Plans (IFEBP).
Yik is a Chartered Financial Analyst (CFA) charterholder and currently serves on the University of Manitoba Pension Committee.

Debbie Rehn Doyle
Appointed to committee January 1, 2021
Debbie Rehn Doyle is the Chief Operating Officer and Portfolio Manager at Quadrant Private Wealth. Within investment management, she is responsible for asset class selection, asset allocation, investment selection and investment manager recommendations. Other areas of responsibility include accounting and finance, administration and compliance. She also serves as the Chair of Quadrant’s Investment Committee and Editorial Committee.
Her previous roles have included Director, Treasury/Pensions at MTS; Treasury Officer at Hydro One in Toronto; and Investment Analyst at Assante Wealth Management.
Debbie completed her Bachelor of Commerce with Honours from the University of Manitoba and is a Chartered Financial Analyst (CFA) charterholder.

Dan Turner
Teacher Representative
Appointed to committee January 14, 2026
Dan Turner has been employed with The Manitoba Teachers’ Society since 2012 and currently serves as Benefit Plans and Programs Officer. During his tenure, he has held several roles, including Director of Labour Relations and Bilingual Staff Officer. Dan also serves as Secretary-Treasurer of the Manitoba Public School Employees Benefits Trust.
Prior to joining MTS, Dan worked in the River East Transcona School Division as a vice principal and teacher in French Immersion programs for grades 6–12. He also served as President of the River East Transcona Teachers’ Association and was a member of the MTS Provincial Executive.
Dan holds a Bachelor of Science (1997) and a Bachelor of Education (1999) from Université de Saint-Boniface, as well as a Post-Baccalaureate Diploma in Education (2010) from the University of Manitoba. He is deeply committed to advancing public education and supporting initiatives that enhance learning opportunities for students across Manitoba.
